Start with the most basic information. Refer to the nemonic “S.A.L.U.T.E”.
Size/strength:How many agents?

Activity/actions: What were they doing? What were the circumstances of the encounter (e.g., stopped on the street, traffic stop, at a residence, business raid)?

Location: Where did this happen? What direction did they go?
L.
Uniform: What kind of clothes were they wearing? Did they have badges/nameplates identifying them? What agency were they from? What symbols or acronyms did their uniforms have (e.g., DHS seal, “ICE”, “CBP”, “HSI”, “ERO”, “FEDERAL AGENTS”)?
U.
Time: When did this happen?
T.
Equipment:How many vehicles? What kinds of vehicles did they have? License plate number? What kinds of weapons did they have? K-9s?
